Visitors should be prepared to spend a few days indoors during extra heavy rains. December through March is the best time for diving, when the waters are at their clearest. Mauritius has the second highest GDP per capita in Africa. The economy is mainly dependent on sugarcane plantations, tourism, textiles, and services but other sectors are rapidly developing as well. Mauritius and Seychells are the only two African nations with a 'high' Human Development Index rating. The education system in Mauritius is largely based on the British system since Mauritius was a former British colony. Education has been free through the secondary and post secondary level.
